After the storm: the procedures
After the storm covers the first hours and days after a coastal storm or flood: getting back in safely, then the water heater, the sewer line, the generator and any private well.
Safety comes first and in a fixed order: wait for the all-clear, keep away from wet electrics, leave at once if you smell gas. Only then move on to the plumbing; several of these procedures hand the work to a licensed pro or the utility.
